This is a bug in SUNWnamos: 6397479

The problem is that /usr/lib/locale/es.UTF-8 is not in the pkgmap for SUNWnamos 
but files under the directory are. The directory gets recorded in the install 
database with root:root ownership. Then SUNWseuos comes along with root:bin 
ownership of the directory and you get the conflict.

A manual install, like you did, is the current workaround.
