A couple of options spring to mind:

- Change the maximum width of the window list applet (the one that shows
you which windows you have open).  You can do this by right-clicking on
the vertical bar on its left-hand side, and selecting Preferences.  In
the Size tab, reduce the "maximum size" setting (the default is very
large, 4096 IIRC) until the applet begins to shrink on the screen.  This
will leave you some blank space on your panel, that you can use to
access the right-click menu or add additional applets.

- Add "Hide buttons" to your panel.  The advantage of doing this is that
you can always right-click on the arrows to open the panel menu, even if
the panel itself is completely full.  To do this, you need to open the
menu by right-clicking on a blank area of the panel (or if the panel is
full, select it with Ctrl-Alt-Tab, then press Ctrl+F10).  Then select
"Properties", and check the "Show hide buttons" option.  A button will
appear at either end of the panel.
