Doug, Trusted JDS is only part of the Solaris Trusted Extensions and those l10n packages are only part of TJDS. There are a number of other packages (both TJDS and base TX system packages) that you need to install and quite a bit of configuration you need to complete to get Trusted JDS up and running as a multi-label desktop.
Keep an eye out for the next Solaris Express release which will include all the packages and documentation you will need in the ExtraValue dir of the install media.
