GNOME has tear-off menus too, they're just disabled by default (and the
setting somewhat hidden) because people found they kept tearing things
off by default.

You used to have to re-enable them with some cryptic line in your
~/.gtkrc file, but a quick look at gconf-editor suggests you might just
be able to check the /desktop/gnome/interface/menus_have_tearoff box
nowadays.
