    this on (not on purpose anyway), I suspect the defaults have
    changed - is that the case?

I don't know whether or not defaults have changed recently.

Xmodmap shows that the keys do indeed have bindings to the keysyms one
would expect.  Output from running xev confirms that the keys emit the
expected events when pressed and released.

But the emacs I run never sees these events when it has the input
focus.

Are there new (post-ICCCM) window manager hints that clients are now
supposed to supply when they want to see input from these keys?
