Yes, OpenOffice is considered an "unbundled" product, so it can be 
released to the /dev and /release repositories independently from an OS 
build. Notice the release part of the version number is "0.111", not 
"0.125":

pkg:/openoffice at 3.1.0,5.11-0.111

But the second part of the question is a good one. One way to find out 
is that the Update Manager will let you know that a newer version is 
available. Another way is through RSS feed. I don't know if there are 
plans of actually announcing a new version to particular aliases.
