I don't think any decisions have been made yet. At the moment, I think most people are focusing on how to get Solaris 11 working as well as possible. Considering the number of distros that use GNOME that have recently released or are about to release "Long Term Support" versions of GNOME 2.30/2.32 which uses HAL, I think HAL will be supported and maintained well for the foreseeable future. From a more long-term perspective, it is clear that the ground is shifting and changes are afoot. But, I think it is far too early to predict whether the solution will involve a fork, or what specific alternatives will be used. Solaris does provide native kernel interfaces that do the sorts of things that HAL does, so there are alternatives.
