  No option for adding new keyboard layouts

Status in “gnome-control-center” package in Ubuntu:
  New

Bug description:
  I use Oneiric and I want to add a new keyboard layout, but cannot.
  The forums say that this can be done from "layouts" section in Region and 
Language window, but I have onll "Language Support" window and it has no 
"layouts" option, button or tab.
