Indeed, I think this is exactly the problem. xset reported dpms at 600 for all three values, which is, of course, exactly 10 minutes. I've manually set these to 3600 and we'll see, but I'm fairly confident this will increase the screen blank time to 1h. This has to be reset on every reboot.
