The transparency issue is gone from empathy in oneiric (tooltips are 100% opaque now, no inconsistency with the borders). The fact that tooltips are black remains true, but that is of course a subjective matter of aesthetics; objectively, I would ask for configurability of the tooltip colour. In any case, why is metacity is the target package here?
