This seems to work nicely now (when tested by changing the theme via the
appearance applet in the control center).

1. Launch USC.
2. Using gnome-tweak-tool, change the theme.
3. Close and reopen USC.
What happens:
2. Nothing.
3. USC's navigation bar changes color.
What should happen:
2. USC's navigation bar changes color immediately.
