No; X.org doesn't manage these (not directly anyway).  Assuming the
kernel / system is registering it properly, that indicates the kernel
drivers are doing their thing properly, so gnome-power-manager is
typically the next thing to look at.

Bug description:
  The screen brightness-change hotkeys on my laptop's keyboard don't
  work properly on Ubuntu. Although the system registers input from
  these hotkeys, and the brightness scale changes, this had no effect
  whatsoever on my screen's brightness. I suspect it could be a graphics
  driver incompatibility problem.
