This no longer seems to be an issue in Ubuntu Software Center 5.1.14.1,
Ubuntu Precise Beta 2. The expansion of items when navigating either up
or down in the list does not cause the the items to "jump around". I'll
set this one as fix released.

  Highlighting apps in software list view should expand down not up

Bug description:
  Binary package hint: software-center

  When you click on an item in the software list view it expands either
  down or up depending on some mechanism I have yet to discover.

  I suggest that when you click on the item it always expands down,
  pushing items below it. In essence the item shouldn't jump around but
  remain fixed in the list (as well as the above items).
