Multimonitor - hidden menu indicators are shown in the non active
monitor

Bug description:
1) Open Unity with two or more monitors
2) Open two applications with menus and put each in a different monitor
3) Focus one application, and open its menus by clicking on the global menu
4) Now move the mouse pointer in the top left side of the other monitor's
panel
Actual behavior:
5) Even if the panel is empty, hovering it causes the menus of the focused
application
(so the one in the other monitor) to show.
Wanted behavior:
5) Nothing should happen.
Also, clicking on the inactive panel where there's a maximized window,
should activate it.
