System Setup:
Accessibility enabled, using Orca for text-to-speech
Steps to Repro:
1. Hit Dash key, listen to what Orca says
2. Hit Alt key, listen to what Orca says
3. Hit Alt+F1, listen
Expected Result:
Orca speaks the name of the element opened: Dash, HUD or Launcher
Actual Result:
Orca only speaks: Shell filler?
