Sticky application stays over the top of lenses

Bug description:
If you make an application visible on all workspaces and it happens to
be in the upper left where a unity lens would appear, lenses will
appear underneath the application. The lens has "focus", meaning you
can search in the lens, etc, and it will function, but it will be
hidden behind the application. If you minimize the sticky application
and then bring it back up, the lens will then appear over the top of
the application as it should. This is in 11.04.
