I can confirm this because I was upgrading along the way from Oneiric and when
I did a fresh install yesterday I see a bunch of new things in the control
center, including Privacy
& Management Service

i've been updating my system since day1 of precise's development and
the new settings haven't shown .. i've received all other updates to
the system, like the new settings in Appearance and HUD etc etc, but
the new categories haven't been added to the gnome-control-center
