After recent updates couldn't reproduce the (aptdaemon) crash thus the 
erroneously dialog.

Bug description:
  This is a random event.
  Firefox was closed and there was an ongoing update with update-manager.
  Apport displays it's generic crash message, requests authentication to upload.
  It reveals an aptdaemon crash where an existing bug (971839) can be viewed in 
web browser.
  Then an auto-dialog says 'unable to start web browser to open <url>.

  Short time later firefox opens and displays the bug report.
