When I a zoom an image, I expect ctrl+ horizontal scroll to scroll
across the image. Behaves as expected with right scroll. No activity
with left scroll.
Reproduce:
1. Zoom into the image
2. Scroll right with trackpad
3. Now scroll left with trackpad.
