Bug description:
When another window (e.g. Chrome/Nautilus/Software Centre) is open,
and you wish to open empathy, you can right click on empathy and
choose "open hidden in background". This then opens the empathy window
on top of the current window (i.e. Not in the background).
Repeatable on different computers.
