Icons for removed applications are still displayed in the app launcher

Bug description:
Removed applications are still visible in the app launcher this is a
regression on how USC dealt with it. USC used to trigger a final
command that removed the icon.
The .desktop file is removed so this app should be removed on reboot.
Steps to reproduce:
1. open USC
2. install an app from the Ubuntu Repos
3. remove that app
note the icon in the launcher
