Clicking "All Software" makes back button active

Bug description:
Steps to reproduce:
1) Open Software Center, landing on the "welcome" page
2) Click "All Software" at the top
What happens:
The back button becomes active. Clicking it just takes you "back" to the
same page. And you can go forward again to the same page.
What I expected:
The back button to remain inactive, as the welcome page and the All Software
page are the same.
