I get this too. Cosmetic only as the greyed out menu entires still
appear to work. I see the issue on rename, paste, paste into folder on
the context menus

Bug description:
Graphical bug, Nautilus right click menu, rename option greyed out and
when passing over it becomes normal again when trying to rename a jpg
file or Download folder rename option is greyed out too for no reason.
In Home folder it doesn't do this.
