Bug description:
This has been a bug for forever and it is sad nobody has considered
  fixing this.

In a multi monitor setup with two different vertical resolutions e.g.
1600x900 and 1920x1080. Assuming the primary desktop is on the smaller
screen and has a lot of icons. Some of the icons go missing into the
180 (1080 - 900) pixels of black space that is padded onto the smaller
screen to make its height match that of the bigger screen.

The problem does not affect applications but for some reason the
desktop thinks it is bigger than it actually is. Please fix this. Its
  an LTS come on!

I have attached a screenshot which will show you the name of a file
being cropped into black space because of this bug.
