Does this issue still exist in precise with gnome-panel 3.4?  If yes,
this needs to be fixed in precise first before being fixed in lucid.

Bug description:
  Binary package hint: gnome-applets

  Wanda the fish is one of the default applets for gnome-panel. When
  double-clicked it runs the command 'fortune' by default.

  Jaunty and Karmic do not have fortune-mod installed by default.

  It should be added to the depends for gnome-applets, or have a
  automatic method for installation when a user clicks wanda.
