Bug description:
Using multi-monitors and setting the 'autohide' launcher to 'off'
still causes unity to invoke it's edge detection when crossing between
monitors. This edge detection should not need to occur when the
launcher is always visible. If I want to use the launcher I can scroll
over to it and use it. There's no reason to have detection to display
it.
