It's been 3 years with no sign of this bug being fixed.
feh is similar to but better than eog. It can load large images ok, runs much 
much faster than eog, and is more featureful.

 $ apt-get install feh
 $ feh -dZF Image-Grand_central_Station_Outside_Night_2.jpg

Bug description:
  Binary package hint: eog

  eog trys to open very large images. If the image is too big, the system is 
just swaping, and it is hard to stop it.
  possible solutions:
    - eog should not open very large images
    - eog could create carefuly a scaled small version of the image, and shows 
the scaled down version
