Spread Workspaces needs to counter offset for launcher when using
multiple monitors

Bug description:
When you spread the workspaces on a machine with multiple monitors it
causes part of the first desktop to straddle the second monitor and
becomes abscured behind the launcher on the second desktop. What
should really happen is that the launcher area is excluded on the
second desktop.
It also could just hide the launcher in this view as it servew no
purpose. You have to move back in on a workspace before you can use it
again. It is just taking up screen space.
