I can't reproduce this. Could it be due to the theme in use?
Does it do the same when you try the same process from a guest session?

See the screenshot, it appears sometimes (not always) that CC and BCC
fields appears un fill-able until clicked on them, they draw like TO
field... ok. But it's an odd behavior, maybe a GTK3 issue?
