This bug is still present in Oneiric Ocelot after a clean install. When I resume my laptop after suspend, the notification says "Network Disconnected - you are now offline." and it stays present indefinitely. Some times it will go away if I click on it, other times, it will stay until I reboot my computer.

Once the network finally becomes connected, then the black image/logo appears again, but it is still "disconnected". this image persists several seconds (5?) after the network is connected according to the icon in the menu bar. The black image should show the "connected" logo and text after the network connects.
