Menu bars are hidden by default, leaving the top bar empty and unused,
and lowering usability as it is not clear that any menus exist

Bug description:
It does not seem sensible to keep the menu bar hidden except when the
cursor is over it. This makes it both harder to realize a menu bar
exists, and also makes it harder to aim at the right menu entry, as it
is invisible.
Somewhat relatedly, if a window is maximized and then un-maximized,
the menu bar is locked in place for a while for some reason. I guess
this is a bug, but it actually represents what seems to be a more
sensible default behaviour.
