Thank you for your bug report, that's not a bug and there is a setting
for it in the system settings display config ("sticky borders"), the
purpose of the "magnet" effect is to be able to grab the scrollbar on
the right side of a dialog placer on the left screen (without it it
would be tricky to go on the scrollbar line without crossing to the next
screen)

Closing the bug since the effect is there for a reason and there is an
ui option to disable it for users who prefer not having it

  Mouse magnet and multi-monitor

Status in “unity” package in Ubuntu:
  Invalid

Bug description:
  There is a mouse magnet at the left side of each monitor for
  displaying the launcher.  I have a multi-monitor setup and I have the
  launcher set to display only on the primary monitor. The unity
  launcher mouse magnet is enabled on both monitors even though I only
  have the launcher enabled on a single monitor.  This is very annoying
  when crossing the mouse between monitors. I went into compiz settings
  and disabled it.

  The mouse magnet should reflect the setting of the launcher to be on a
  single display and not trigger on the monitor without a launcher.
