Unity dashboard does not take focus when Web Browsers are in
fullscreen mode

Bug description:
Having a browser in fullscreen mode prevents unity from having access
to the cursor and click on the icons shown by the lens. Even though
Unity still shows the transparency still allows you to see the website
is still active and you can move the mouse around and hover over
links.
Steps to reproduce the Bug:
1) Open a website on Firefox or Chromium/Chrome
2) Switch to fullscreen mode with F11
3) hit super key to bring up the Unity Dashboard
4) Try to click on a result icon.
The Expected result:
One is able to click on icons normally.
The Actuall result:
Clicking on the icons on the unity lens does not work because the
website sitll has the focus.
