Thank you for your bug report, this issue is fixed in precise with the
new multimonitor support, the unity control uis will open on the screen
which has the focus, not on the primary one

1. Have a dual head desktop.
2. Run a fullscreen application on the primary display.
3. Attempt to run a program on the secondary display.
What I expect to happen:
There should be a way to run programs on the second monitor.
