You shouldn't need to reinstall anything, this sounds simply like the
packages of network-manager not all being at the same version: this is
why we suggest rebooting after these packages change, as indicated by
the red icon at the top right corner of the screen (the power symbol).
Rebooting is normally sufficient, otherwise there may be an issue with
the exact packages being installed separately from a "default" install.

Can you tell what was being installed at the time or just before this
appeared? Providing /var/log/apt/history.log may help here if we can
also have a clear date of when this started to happen.

Title:
  No network interfaces configured after login

Status in “network-manager” package in Ubuntu:
  Invalid

Bug description:
  Recent update, approximately 2011/09/19, network interfaces are no longer 
enabled and network applet is not in top bar. I can configure the network 
manually with: sudo ifconfig eht0 up && sudo dhclient3 eth0
  Also, the network settings applet in system settings gives the following 
error: The system network services are not compatible with this version.

  A second laptop with completely different hardware, but at same
  package versions is not experiencing any problems. It's an eepc 901.
