Dash: "active blur" is "no blur", panel is transparent

Bug description:
I enabled "Active Blur" in CompizConfig Settings Manager, but the Dash
doesn't blur anymore - I saw it working already after upgrading to
12.04 beta. Though the Panel is transparent which doesnt change when I
set Dash Blur to "Static Blur".
