Thank you for your bug report, that's not a bug but a design decision
though, having the behaviour changing randomly following the angle or
direction in which you move your mouse would be confused, it doesn't
create any arm that the launcher icons get dimmed when you start the dnd
you can just ignore those

Moving icons on the desktop causes the dash to dim out except for the
appropriate icons

Bug description:
When I am dragging Icons inside nautilus or on my desktop (with icons
enabled), the launcher dimms out except for the appropriate icons.
Exmaple:
I drag a text file around on my desktop and the launcher dimms out except for
gedit and the trash. Besides that the nautilus / personal folder button is also
visible but thats a separate bug I guess.
What should happen:
The launcher should only dimm out if I move in the direction of the launcher
or (even better imho) come near the launcher.
