Thank you for your bug report, using the background color is a design
choice not a bug, you might want to try suggesting different ways on
https://lists.launchpad.net/unity-design/ but closing the bug for ubuntu
meanwhile since that's what design settled on and not a bug

Title:
Launcher/Dash background not reflecting underlying window coloration
Status in “unity” package in Ubuntu:
Won't Fix
Bug description:
Expectation
When opening the launcher or the dash I expect the background color/image of
the launcher/dash to be a blurred out version of whatever is immediately
visible underneath the launcher/dash.
What Happens
Background is locked to the colors of the desktop background. So, if your
background image is blue, the dash has an annoying blue tint regardless of what
is actually underneath the dash/launcher. I've included a screenshot showing
this in action.
Thanks!
