This has been fixed in Precise, System settings applet launchers behave
consistently, except for the ones not integrated in system settings
(Printing and Additional drivers), but these are planned to be
reimplemented/integrated into System settings, so I am closing this as
Fix released.

  system settings applets confuse unity

Status in “unity” package in Ubuntu:
  Fix Released

Bug description:
  Steps to reproduce:
  1. Open System Settings from the launcher -> the triangle on the left side of 
the System settings icon appears, showing that the application is open
  2. Select any of the applets (e.g Appearance) except the ones from the later 
steps
  3. Select Mouse and Trackpad/Sound/Wacom Graphics tablet
  4. Select Printing/ Additional drivers

  Expected behavior:
  The behavior should be consistent for steps 2-4, as the usecase is the same, 
but at least 2-3, until Printing [1] and Additional drivers[2] are 
reimplemented as Control Center applets.
  For 3, only one instance should be detected to avoid opening window spread on 
click, and showing only one instance. For both 2 and 3, System settings icon 
should still be shown as open (with triangle on the left side), as the applet 
is part of system settings. 

  What happens instead:
  2. The triangle from the left side of the System settings icon disappears, a 
new launcher icon with the icon of the panel is added with one triangle, 
showing that one instance is running
  3. The triangle from the left side of the of the System settings icon 
disappears, a new launcher icon with the icon of the panel is added with two 
triangles, showing that multiple instances are running, clicking the icon opens 
the window spread, however there's only one instance open to select
  4. The triangle stays there on the left side of the System settings icon, and 
a new launcher icon is added for the newly open tool based on the icon clicked.
