This looks like your proxy settings are not correct, could you please
open System Settings/Network/Network proxy and check what you have
there?

Bug description:
I'm not able to accept any terms of service due to the bug when it is
impossible to actually load them. I receive:
Unable to load page
Problem occurred while loading the URL
https://apps.ubuntu.com/cat/tos/plain/
Cannot resolve proxy hostname ()
...and the suggestion to try again which has no effect.
Right now I cannot purchase anything and hope it will be fixed soon.
