When closing the Dash with the [x] panel button the last windows is
not focused and doesn't allow to use window controls.

Bug description:
This happens in Unity-2d.
To reproduce open an application, click on the dash, close it and try to find
window control and menu bar on the panel. You'll have to click inside the
window to re-focus it. It happens for maximized and unmaximized windows.
