Title:
  Some windows loose decoration on small screen

Bug description:
  Windows that have some size constraints (i.e. can't be made smaller than their
  original size) and don't have enough space on the screen on startup, loose
  decorations when started on small screen. 

  Preconditions:
  - screen resolution 800x600.
  - a panel taking some space on the left (in my case - unity-2d launcher, 
always
  shown).

  I observed this problem for two applications: gnome-control-center and dejadup
  in Ubuntu 12.04. It seems that metacity considers them maximized if they don't
  have enough horizontal space on start.

  There is a gconf metacity flag - show_maximized_titlebars - if set, then the
  problem is gone, however the window can't be made fullscreen, as metacity 
seems
  to consider it maximized already.
