As this bug is fixed I suggest you to open two new reports.
One against Nautilus and the second against Unity
To do this just type in a terminal
ubuntu-bug nautils
ubuntu-bug unity

Title:
  HighContrast miss shutdown button

Bug description:
  There is a "gear" icon next to the user name where there is system
  settings etc. When changing to high contrast that icon disappears so
  that you can no longer access shut down, system settings etc.

  I will include 2 screen shots from my system where I have dual
  monitors. You can see the end of the first screen and the beginning of
  the second screen in both shots. (Firefox is running in one of the
  shots and not in the other.)

  The bottom line is that I can't use high contrast because I would have
  to give up the ability to shut down the system, do system settings
  etc.
