thank you for your bug report, that's bug #936257, not that doesn't
happen under Unity but under GNOME there is an extra icon listed leading
to that issue

Title:
  System Settings window is too small and is non-resizeable

Status in “gnome-control-center” package in Ubuntu:
  Confirmed

Bug description:
  Due to the new categories in the System Settings window, all
  categories cannot fit in the window anymore, and we are required to
  scroll which is quite unnecessary since all items could fit in the
  window without these categories.

  The main problem is that the window is not resizeable either, so one
  is unable to make the window larger to fit all the items.
