Bug description:
The accessibility themes should not use overlay scrollbars as they're
not necessarily accessible for many types of disabilities. In order
to fix this we're adding a style property to the GTK patch so that the
light-themes can set it, enabling overlay-scrollbars, and other themes
can as well if they are designed to work with OS. Then themes that
are not aware or tested with them (a11y ones for instance) will not
have them.
