I have this issue too on Ubuntu 12.04 amd64. My ICQ account is disabled after starting of empathy. The account may be enabled by switching of the enable button in the Accounts window. The pernament solution is to remove and add the account again. So this issue is related only to ICQ accounts which were made in previous versions of Ubuntu.
