wrong autohide behavior for unity launcher

Bug description:
When unity launcher is configured to autohide like it shown in
appereance.jpg it authide always. For example it autohides if there
are no windows opened. It seems to be more useful if launcher will
hide only if it overlays any windows. It also seems reasonable to
return option to autohide launcher if it overlays active window only.
