Bug description:
GTK+ 3.4 has introduced a bug with transparent panels. Specifically,
upstream gtk+ commit 7603e6e4 breaks setting the "background-image"
style property to a cairo pattern. This is the method that gnome-
panel uses to simulate transparent backgrounds.
