If they don't want other users to see their wallpaper, they should set
restrictive permissions on the wallpaper file itself, in which case
lightdm won't be able to access it.

Bug description:
  In Ubuntu 12.04, the login screen changes background when selecting a
  user. This is problematic, because some users of my computer system
  might not want other users to see their chosen desktop backgrounds.
