I selected a frame, see the attached screenshot. Then I was able to move
it using mounse to another location. The text under the frame was
editable.

It is possible that MS Office shows the frames in different order, so
the problematic one does not hide the text.

Could you please test if the issue is fixed for you, too? Then we could close 
this bug report ... Or is the issue still reproducible on Linux?

This is a Writer issue, therefore changed the 'Component' field
accordingly.
